a group of bipartisan senators announced their deal to tackle the immigration issues in the united states. delia goncalves is live on capitol hill. that's not the only deal in the works. good morning, delia. >> reporter: good morning. but this deal, of course, has many excited on capitol hill that a comprehensive immigration reform is as close as it's ever been. this bipartisan gang of eight announced its plans yesterday at a news conference. the proposal offers illegals a pathway to legal status under three conditions, though. they must pass a background check, pay a fine and back taxes and of course they must learn english. this plan also calls for beefed up border security and ensures illegals do not get their green card ahead of those already working towards citizenship. >> we believe this will be the year congress finally gets it done. the politics on this issue have been turned upside down. for the first time ever, there's more political risk in opposing immigration reform than in supporting it. >> times have changed. americans have changed. elections have changed. i'm not saying it
